Named after a similar network in London, the Ring of Steel blankets portions of Lower and Midtown Manhattan with cameras to keep an eye out for terrorist activity and common criminals. If a "terrorist" (god forbid they'd refer to them as assailants, attempted murderers or murderers) is going to strike, the cameras won't do any good. They'll conceal themselves and their actions, until the deed is done. Cameras are there to keep tabs on the citizens, period.
