I'm pretty sure Columbia was in an EDO configuration at the time. In that case, she could have had up to 9 sets of tanks, 2 tanks in each set for a total of 18 tanks. They will sometimes reduce that number in order to buy additional vehicle performance on ascent depending on payload mass.
