Under the original Stamp and Currency Act that would be true, however under the Coinage Act of 1965 this no longer applies, business and gov't may reject any form of legal payment they wish to. So technically, You could be issued a fine, the courts could refuse all forms of payment and then claim you have failed to pay the fine, resulting in a warrant and arrest.
