Should GLP members with BAD KARMA be allowed to give out KARMA points?

I just realized something.
It is my opinion that Trinity, possibly, does not care too much about the negative karma's going around or how they are being abused. At the moment at least.
Why?
Because the karma system was implemented for one main reason... to get GLP members to police each other better, to help GLP stay clean, legal and online!
Good Karma has been set up to help:
1) Cut down on copyright violations, which can be very bad for GLP.
2) Cut down on death threats, web hacking threats and threats of illegal activity.
3) Encourage unique topics to be posted and hopefully be important enough to be pinned.
From what we know so-far, Bad Karma really has no purpose and is ripe for abuse from members.
Quoting: Artlicious4) Identify who is willing to be an informant for the sake of collecting brownie points. Its a useful tool for determining who can be trusted with insider information.
