I dont think they actually create or control it but, direct it would be a better word

When you "direct" something, does this not also imply that you are controlling it too ?

I have a good understanding of it, by directing I ment is that they may not actually have the capability to start something but when its coming, they can direct it to a certain extend.

Haarp is an ionospheric heater, so I would think that directing gigawatts of power into the upper atmosphere can certainly "start" , create an Energy mass
which is then utilized for weather control, as well as human mood manipulation.

That's another aspect of Haarp, the mind control end, that frequently gets brushed over, in the discussion of haarp as a weather weapon.

I guess people prefer blaming the E.Q.'s on "God's wrath"

Nick's Dad was an Alaska State Senator who from the onset, vigorously opposed the HAARP facility being built in Gakona Alaska.
Obviously he knew of the potential for abuse inherent in this thing,

Senator Begich got on a plane one day and VANISHED...
him, the plane and everyone else on board, they simply disappeared off radar, never to be heard from again
(nor was any wreckage ever recovered either)
