i don't know, but in my town in arkansas, usually if there any kind of outage as far as phones go, it's because some ass clown decided to dig and cut the one wire coming into town. there's probably only one wire coming into this whole shithole state. Quoting: 1-2-Follow I remember back a few years ago when virtually ALL of NYC's long distance circuits were out as well as NYC's ability to call just across the river to NJ. Cause? Some backhoe digger accidentally dug up the SINGLE fiber optic cable bundle that provided ALL of NYC's outgoing LD calls, and ALL it's connections to NJ!! Redundancy costs money ... and in this day and age of businesses being "lean and mean", that means a LOT less redundancy in the public utility system than used to exist (same reason why one tree shorting JUST ONE one power line cable of several on a tower, outside of a small town in NE Ohio caused the entire NE US, including NYC, to suffer it's last big blackout.)
