KARMA to whomever can help a MORAN out with PGP/Encryption

A friend has posted a public key. I need to send him some information, but have no idea how to proceed. I saved the key as a text file and have Gpgwin Software with Kleopatra open. When trying to decrypt (I'm not even sure this is the correct action), it says there is no signature and now I am lost.

I'm sure I could figure this out by researching for a day or two, but I fear it may take more time than I have! Help or advice would be much appreciated.
