Question for FLORIDA Child Support custodial parent/child support recipients

I seek some feedback from real-life custodial single-parents to see if this is true or not.

I am talking with a relative who wants to leave her baby-daddy and have been told since they are not married, when she goes to file for child support that even if the non-custodial baby-daddy does not pay, that she will receive a monthly payment from the state for the court-ordered amount, and the arrears will add up until the baby-daddy either pays or goes to jail.

I am told by one person they do receive monthly payments from the state even if the non-custodial parent does not pay, and that Child Support Enforcement tells the custodial parent to never let the non-custodial parent know they are receiving monthly payments.

So - fellow GLP'rs - is this true or not?
