It was hinted at in the movie Pearl Harbor that we had prior knowledge.
Also was a plot device in the pearl-harbor SiFi movie The Final Countdown

Still the Japs were idiots, all the had to do was take teh Dutch and French East Indies without attacking the Pacific fleet and FDR would be able to do jackall. Unless the Emperor was in on it.
