You need to add a modifier to your comment. Helium is not rare. It's the 2nd most abundant element in the universe after Hydrogen. ON EARTH, yes, helium is somewhat rare but no where near as rare as gold, silver, platinum, palladium, etc. |

Generally speaking... the actual fine for traveling, say 10 miles per hour over the limit is like $35-40 bucks. BUT... then you have like $150 in "court costs" tacked onto that.
