This law can be used as a form of railroading. They can pick up anyone they want for no reason and keep them as long as they want. LIKE THE"DISAPPEARED" PEOPLE AS THEY WERE CALLED IN SOME SOUTH AMERICAN COUNTRIES. YOU CAN'T FREE SOMEONE WHO HAS BEEN DETAINED IF YOU DON'T KNOW/CAN'T PROVE WHERE THEY ARE.
