When Bush jr was president, they sent out Christmas cards with the double headed Phoenix on front.

That could mean good or evil, depending on where you get your info. I thought that was odd too.

It could be a printing area where the ink smudges on the printing plate. Even digital ink presses have flaws.

I have a degree in graphic design.

It just needs to be confirmed if someone has a similar card sent from the White House.

Printing flaws may of course be reproduced throughout the print run if they are not corrected.

However, I doubt that someone in the whole process did not catch such a flaw if it is one.

Who knows?

They are obviously taking the picture with a slow shutter in order to capture all the lighting so the object could be anything moving but appears blurred.

...makes sense...considering the evil in the pic.
