ELF radio waves and their effect in the Earths crust. Are we catching HAARP in action?

I have been researching HAARP trying to find correlations between topsoil heating, radar signatures, and cloud formations. I have several great links to scientific articles but I am unable to post because it got me banned twice in the last two hours. Are these scientists catching HAARP in action, I think so and I need help so any ideas are welcomed! Lets learn how to read the data so we can be able to tell when and where this weapon is being used. Google,surface latent heat flux,(SLHF) Infrared satellites can pick up this heating which is observed before quackes.

Now take this with a grain of salt, Natural Earthquakes wont have these signatures! Thats why scientists cant find the correlation between the two and wont because what their capturing is HAARP in action! Now lets learn how to put the pieces together!
