This carves a trough in the Rockies, and a ridge in the Atlantic, which brings a warmer southwest flow to the plains and Eastern USA. You usually want a trough on the West coast and a jet stream diving into Southern California to eject surface lows into the Gulf States and Gulf of Mexico, moving northeast into a nor'eastern pattern. Southern California has had a lack of storms this winter, thus the lack of nor'easters for the Mid-Atlantic and Northeast States.
