'OVER MY DEAD BODY'

Christchurch city councillor Aaron Keown said the cathedral would be demolished "over my dead body".

"I would be in there chaining myself to the building to stop that and I know lots of other volunteers would come in to do that.

"Forget Lucy Lawless' little eight-person campaign, this would be a big one," he said.

"We'd form a ring around the building and not let them in. It shouldn't even be a discussion."

Keown said he had been inside the cathedral after the December 23 quake and it was in "good shape".

The damaged west side was ruined but could be replaced with glass and the steeple rebuilt with wood.

Only four tiles on the roof had loosened, he said.

"If the building was in trouble, the roof would look like New Brighton beach. It would be all warped, the tiles popped and beams gone."

Keown likened it to a person "busting their leg" and the doctor telling the family, "right, we're going to have to pull the pin now".

"I don't mind making new history, but not when it's not necessary... we're going to build enough new history," he said.

Ian Lochhead, chairman of heritage advocate Interests in Conserving the Identity of Christchurch (IConIC), earlier said a moratorium was needed on any decisions about demolition.

"I think having a cooling off period would allow the best engineering and heritage advice available internationally to be brought to bear on the cathedral.

Local Government Minister Nick Smith announces the Government has appointed a Crown observer to oversee work at the Christchurch City Council.

A government-appointed observer will oversee the workings of the Christchurch City Council in an attempt to get the troubled organisation back on track.

Local Government Minister Nick Smith said councillors had "weeks, not months" to resolve their problems, and warned that the Government would not rule out appointing commissioners if the council's problems were not resolved.

Councillors object to call centre relocation

The Christchurch City Council's decision to move its call centre to the North Island shows a lack of faith in the city's recovery, a group of councillors says.

Mayor Bob Parker has hit back at the criticism, saying squabbles have undermined the organisation and could force the Government to appoint commissioners.

The council said this month it was moving its after-hours call centre from Christchurch for earthquake-related "business continuity" reasons.

As a result, three people resigned and three took voluntary redundancy from council-owned lines company Orion.

The news was revealed in a letter to The Press from call centre worker Robin Fernando, who said the decision to move the centre to Palmerston North was made at a time of "extreme suffering".

Parker said ongoing squabbles between councillors could put them at risk of being replaced by Government-appointed commissioners.

"I don't believe the Government wants to do that, but it is possible ...

Brownlee announced the setting up of a new Christchurch Central Development Unit, headed by Warwick Isaacs, and said it had been given 100 days to prepare a ''blueprint for action''. ....



However, the mistakes of the council had been compounded by the Government's response of ''imposing a growing bureaucracy'' which ''must not replace the core functions that belong to the council - the only body that can offer democratic participation in decision-making'' ...



"One of the challenges is to attract significant overseas investment to assist with the rebuild of our city. I look forward to being part of the team involved in this investment promotion and attraction," he said.

Compulsory acquisition of land

The unit has been created as part of Cera because of the authority's wide-ranging powers, which include compulsory acquisition of land for major projects.

The blueprint for action, due on the same day that the London Olympics begin, will identify key projects that will define the city's new precincts.

These will include a new convention centre and may also cover central government responsibilities, such as law courts, a new police station and the hospital.

Brownlee said the Government had largely adopted the Christchurch City Council's draft plan for the centre.

Not included in the blueprint will be traffic changes, such as the one-way road system, or light rail for commuters. He said these needed further investigation as part of a city-wide transport strategy.

I am beginning to think that there will be no more significant earthquakes here and that this has nothing what-so-ever to do with our extinct volcanoes.

Now that Christ's-church is being pulled down and we are getting a cardboard one to replace it, out of the city centre ... Yes that is correct a cardboard one ... what a joke ... meant to temporary ... lol.

Anyway it seems the government has now taken over the city centre and will be selling that land ... we can guess who to and everyone will be none the wiser ...

We can soon expect large buildings to go which we have no idea who owns or what their real purpose is???

Work to start on cardboard cathedral

Construction will soon begin on a cardboard cathedral to temporarily replace Christ Church Cathedral.

The designer, Japanese architect Shigeru Ban, will turn the soil on the cathedral's planned site on the former parish of St John's, on the corner of Hereford St and Madras St, next week.

It is expected the 700-person-capacity structure will be completed by December.

Joint exercise signals US interest in Asia-Pacific

An upcoming military exercise between New Zealand and the United States - the first of its kind in more than 25 years - is being seen as a further signal of America's renewed interest in the Asia-Pacific.

The Supreme Commander of NATO forces in Europe, Admiral James Stavridis, is visiting New Zealand and describes the relationship between the two countries as strong.

New Zealand works with NATO in Afghanistan and its future partnership with the organisation was the agenda at talks in Wellington on Wednesday.

The New Zealand Government says it is laying out a partnership agreement with NATO and the door is open to possible co-operation in the future.

Admiral Stavridis says the partnership could include dealing with piracy and cyber-threats.

The first bi-lateral exercise in 26 years between the US and New Zealand militaries on New Zealand soil will take place later in April. Thirty-five US Marines and 41 US Army personnel will take part in the exercise.

Defence Minister Jonathan Coleman says with the United States taking a greater interest in the Asia-Pacific region, it makes sense for the militaries to learn from each other.

The Labour Party's foreign affairs spokesperson says the exercise should not influence where the Defence Force is deployed.

Phil Goff says the visit is NATO acknowledging the significant role New Zealand can play and the joint military exercise signals a continuing improvement in its relationship with the US.

Military combat exercise with US first for 27 years

The exercise will involve about 1500 Defence Force personnel and begin in Linton the day after Anzac Day, (April 25th) ending in Waiouru 10 days later. The Canterbury (frigate) will also be involved at Napier.

US Ambassador David Huebner said the "centrepiece" of the year would be in June when US Marines, including a Marine band, would visit New Zealand to commemorate the 70th anniversary of the arrival of American forces to help to defend the South Pacific in World War II.

"How Kiwis and Americans worked together during the dark days of 1942 is a particularly powerful part of our shared history."

Admiral Stavridis is expected to have talks today with Foreign Minister Murray McCully and Dr Coleman. Afghanistan is likely to be the main subject. He will not be meeting Prime Minister John Key, who is on a family holiday in Europe.

Watch the video, it does not mention the big police station to be built or the courts units to be build inside. We already have both of these and there is nothing wrong with them.

We are also building another police station (supposedly temporary) at the moment but there seems nothing temporary about it?

Christchurch's new city centre could include a "detox unit" where drunk and disorderly people can sober up instead of in a police cell.
