They can only be discharged on a bona fide firing range (gun club, not your back yard no matter how rural), you need a special permit that only allows you to transport the weapon from your home to the club (the addresses of both places are on the permit). Magazine capacity is also limited to five rounds for restricted rifles. To me there is just no point. Just get the regular firearms license and buy an SKS. Those are non-restricted and you can transport and fire them almost anywhere you want. There are also some cool bolt actions (i.e Ruger Gunsite Scout, 10 round .308) that I would take over a crummy Russian or Chinese POS any day.
