Another possiblity that you are not consider is that the "doom" that gets thrown around so often is just another means of control.
People who can be led to believe that the end is nigh are far less likely to remain engaged in the day-to-day goings on of the world around them (outside of doom, of course).
Essentially, the idea would be to make people not care and, as a result, make them a non-factor in any sort of popular issue.
Just some thoughts to stimulate the conversation.

The Dark Ages were a time much like today and were initiated by a financial collapse called the Lombard Collapse. Not much written about it but it was the biggest collapse ever. I also think that our history has been rewritten so that we don't really know what happened in the past.
