I have always believed that ANY tax system should allow those paying taxes to OPT-IN and OPT-OUT of where they want their money spent. They would still have to pay the same overall percentage, but could say NOT support military for example.

I realize there would have to be a checks and balances to keep from over inflating and killing some critical needs, but I think many citizens would like to have a "SAY" in where their money goes.
