According to the "initiative" of the Minister for Regional Development Viktor Basargin the Government of the Russian Federation has decided to turn the North Caucasus Federal District into the core of the program of return of Russian-speaking population. In the words of the minister, Chechnya and Ingushetia are ready to submit proposals to encourage Russian-speaking population to remain on the place. The Ministry of Regional Development prepared and two weeks ago presented to the government a draft program of settlement of 50,000 Russian-speaking families in North Caucasus Federal District every year and one billion rubles will be allocated for this purpose annually.
