It would be unusual to fuel a rocket this early wouldn't it? To put highly volatile compounds in it before the payload is even put in place makes no sense. You would want to limit the chance of an accidental ignition or explosion until just before launch time. |

But put powerful weapons in highly unstable hands and it no longer becomes a defensive weapon. They constantly warmonger in the publics view and as such should be treated as aggressors. Just because everyone is used to their "song and dance" doesn't mean that their next threat won't be real. Its the reverse of the boy who cried wolf story. |

Have you heard about food stamps? The whole country doesnt have to feed their entire people, but they are known to be so impoverished because their government refused to spend any of their resources on people. |
