The paradigm needs to change. Those people can get jobs teaching English in a boat load of countries. If they don't accept the fact that they may need to become "global workers" now, they'll all just die on the vine.

1. Cut off unemployment.
2. Offer money for votes.

If they need money, why not put them to work cleaning streets and working on projects for the city?
