How can a person be this braindead.....

Ya know? You'd think if a car got 70mpg, rather than 28mpg, it would be less polluting. I just can't for the life of me understand the emission law thing when it comes to mpg. I guess I'm brain dead  It has to do with the chemistry...when HC, CO, CO2 and Nox come out of the engine as a result of combustion, the catalyst reaction turns them into CO2 and H2O with some O2 left over...see how simple that is?  Well, yes, Brief. I know that part of how an engine works, but isn't it also true that to get the higher MPG what would have been exhaust is recycled back into the engine as fuel which means that there are less emissions? Or am I totally missing it?
