As nasty as he may be he is still correct. All you can eat means all you can eat. If a business is allowed to decide what "all you can eat" means would it be OK for them to define "all you can eat" as 1 serving? 13 is definitely overkill and straight gluttony but unless there's something in writing stating the rules he is in the right.
