LONGER-TERM THOUGHTS AND MUNDANE ASTROLOGY

The government will run out of money to pay its bills sooner than previously thought… Treasury Secretary Jacob Lew said the government (will run out of cash) around November 5… “Without sufficient cash, it would be impossible for the United States of America to meet all of its obligations for the first time in our history,” Mr. Lew said in the letter. “Debt-Limit Deadline Now Early November,” Nick Timiraos and Kristina Peterson, Wall Street Journal, October 2, 2015.

Another year, another urgent plea for action to increase the USA debt limit by the government. Will Pluto in Capricorn (government debt) ever end? Will monetary and fiscal policy ever return to normalcy (or maybe “sanity” is more accurate)? That is, will the Federal Reserve Board ever feel confident enough to get off of its ZIRP (Zero Interest Rate Policy), and will the political leaders ever become brave enough to quit spending more of the taxpayer’s monies than they bring in without fear of losing elections? Will Americans ever elect someone who doesn’t just promise them more and more “stuff,” and who will just start acting responsibly with the nation’s treasury?

Let’s have a lesson in the understanding of Pluto within the context of world and national debt. If you want to get metaphysical, we can expand it to include “karmic debt,” as in “You reap what you sow,” or “If you spend more than you bring in, you will incur a deficit.” Your life and your account will be “out of balance,” and there will be consequences to pay as a result of your choices.

Pluto started the Cardinal Climax when it entered Capricorn in January 2008, and Pluto will be the last to leave the Cardinal Climax when it exits Capricorn for Aquarius in 2024. Containing the debt through this period is likely to remain a challenge. Not only that, but the inability, unwillingness, or lack of courage to contain the debt between now and then is likely to lead to more serious fiscal consequences. When Saturn enters its opposition to Neptune (November 2016-September 2017 +/- 9 months), the lack of ability (incompetency) and courage in these matters may be more evident than ever.

One of the possible consequences pertaining to the unwillingness of government leaders to adhere to Pluto issues, however, is bankruptcy. When Saturn conjoins Pluto in Capricorn in 2020, that issue may be even more pronounced than experienced at the height of the Cardinal Climax in 2009-2011. Threats of government shutdowns in the USA (and around the world) were common then, but the causes of those threats were never resolved. They are still with us, as political leaders continued to “kick the can down the road” over and over again. Now, while Pluto likes games that involve kicking something (or someone) over and over again, it won’t get rid of the problem. Pluto – in his more formidable Scorpionic role as an economic grim reaper - will not just miraculously disappear as politicians would like you to believe by their Keynesian mantra that the solution to debt is simply to spend more money. That, they believe, will stimulate an economic recovery. But not when the debt is this deep. To the contrary. It just adds more debt, as evident by the weakness of this particular recovery after 6 years.

As long as issues pertaining to Pluto (like debt) aren’t addressed and resolved completely when Pluto is highlighted, you can be certain that the tensions will be escalated in these matters soon afterwards. Pluto (and these threats) never dies. He is like a zombie. He just keeps coming back at you, no matter how you try to bury him. Until you give a proper closure (resolution) to the issues he rules over, he will not let them die. That is why Pluto rules death and rebirth, and in Capricorn, these principles pertain to governments. When a nation loses control of its purse (through debt), bad things happen in all other aspects of its existence. It loses its power eventually, and survival becomes a challenge, and no longer a taken for granted right.

However, let us not despair too much. Pluto isn’t all negative and bad. What Pluto really demands is attention to what is going wrongly, and the willingness to repair, reform, correct, or heal it. There is also that awareness growing throughout the world. That is, the awareness is growing that something is out of balance financially in the world, and with it are arising more and more ideas on how to solve it. The issue of tax reform and getting rid of government waste continues to be discussed, and that will surely help. But, perhaps the most important key of all will be to get people back to work. The USA unemployment rate came out on Friday, October 2, at 5.1% again. But when those who have completely dropped out of the labor market are included, the number is approximately 10%. Even worse, those who are working are finding their hours reduced and their wages stagnant. This is not a formula for a happy and secure future. On the other hand. Pluto is now right in the middle of this transit through Capricorn (2008-2024). Maybe it represents a turning point, as midpoints often do. Maybe things are about to reverse. It is possible. All Pluto requires for a reversal is a concerted effort to acknowledge – and then correct – those policies and activities that aren’t working. Make them work again, maybe in new ways. Let’s go back and connect the dots, and see if we understand this right. Just prior to September 17, everyone was convinced the Fed would raise their short-term rates because all of the metrics (given by the Fed) that were required to raise rates had been attained. On September 17, however, (as Mercury the trickster turned retrograde) the Fed stunned most analysts by deciding not to raise rates. One week later, Ms. Yellen made a 180-degree shift. She announced that the Fed would likely raise rates after all before the end of this year. The next week the payroll numbers come in far weaker than anyone predicted, and the job gains reported the prior month were reduced by 50,000. At first, the stock market did not like that. The Dow Jones Industrial Average sold off over 250 points. By the end of that day (October 2), it was up 200 points, and it has not looked back since.

As more bad news came out from the IMF, the stock market continued its torrid rally. So did commodities. The DJIA closed the week above 17,000 for the first time in two months. Gold closed well above 1150. Silver and Crude Oil traded slightly above 16.00/ounce and 50.00/barrel respectively during week for the first time in many moons. As Mercury now ends its retrograde motion on October 9, it does so in the midst of several other geocosmic signatures that have strong historical correlations to reversals in various financial markets. On Thursday, October 8, Venus left the socially popular and optimistic sign of Leo for Virgo, where love of the limelight will shift to love of work. Think of all the fun we had when Pope Francis, Chinese President Xi Jinping, and Russian president Vladimir Putin, were all in the USA recently. Now we can look for parties with labor leaders.

On Saturday, October 10, Venus will square Saturn, which has tendency to devalue materials and status, not elevate them. The very next day (Sunday, October 11), the Sun ends its translation of the Uranus/Pluto square (October 6-11), with its opposition to Uranus. This cosmic phenomenon has a tendency to correlate with sudden shifts in market trends. If it happens again, this spells trouble for stocks and commodities because both have been rising....

The last seven years – and especially the last three years – have been very violent years. In the field of financial or Mundane Astrology, this is consistent with the principles of Uranus and Pluto, which have been within orb of a powerful cardinal square formation. That aspect remains in close proximity through the end of this year, and then it begins to separate. This portends hope for a reduction in the violence the world has been experiencing.

There is another little known geocosmic interplay that may also help reduce not just violence, but the craziness surrounding the political process, especially here in the USA. This has to do with the backward motion of Mercury retrograde through the zodiac. In 2015, Mercury retrogrades have begun and ended in air signs. In other words, Mercury is in a seven-year cycle where it spends an inordinate amount of time in air signs compared to the other elements. It last did this in 2008, 2001, 1994, etc. when politics and the world economy was anything but tame.

We are coming out of the “Mercury in air signs” year. In 2016, Mercury retrogrades will start moving from “air” to “earth.” Earth is practical. Earth has respect for tradition, for precedence as to what worked before. Earth tries to build consensus and cooperation, as if part of a team. It does not just talk about the importance of teamwork. It actually engages in building teams of people who cooperate with one another and achieve goals that have been clearly defined.

Here is the good news for those who are leery of such Mercury in air signs “smart ideas.” When Mercury starts its retrograde periods through earth signs in 2016, the mood will shift from angst to serious thoughts about “What will work?” “How can we really get things done?” In the end, the best salesperson, and the smartest person is not likely to win the election(s) in 2016. The one who convinces the public that they can get things done in a practical, common sense manner, is the one most likely to experience victory.

This week finds the financial markets right in the middle of a long time band of geocosmic signatures. This time band began October 6 and lasts through November 2. Thus, one can see the middle is October 19-20, or Monday-Tuesday.

There are a couple groupings of planetary signatures that are related to one another in this period. First of all, we note that from October 11 through October 17, Mars was conjunct Jupiter in Virgo, and both were in a trine aspect to Pluto. Last Friday, the last trading day before this combination unfolded, Crude Oil rose to 50.92, its highest level since July 24. Prices then fall to 45.23 on Thursday, October 15, near the end of this time band. Crude Oil is ruled by Jupiter (and co-ruled by Neptune). Now Venus is readying to make the same aspects. That is, from October 23 through October 25, Venus will conjunct Jupiter and both will form a favorable trine aspect to Pluto. Crude Oil could make another turn.

The influence of Venus will extend beyond those three days, through November 2, when it will conjoin with Mars. In financial markets, Venus pertains to grains like Soybeans (especially in Virgo),Currencies, as well as Stocks. As interesting and important as these Jupiter and Venus aspects are that are unfolding through November 2, none has the history of powerful changes in society, financial markets, or mundane affairs as to what looms ahead in the last half of November 2015. That is when the Sun conjoins Saturn, and both form a powerful waning square to Neptune.

The 36-year Saturn/Neptune waning square, which last occurred in 1979-1980, will unfold in three passages, and will endure into September 2016. The orb of influence of this major cosmic event is already in force, for its themes begin to be experienced 9 months before the first passage on November 26, 2015, and can last up to 9 months after the last passage in September 2016.

The dynamics of Saturn and Neptune, and the square aspect, will dominate the USA 2016 Presidential Election. It will likely also coincide with the struggles of decision-making within the Federal Reserve Board regarding changes of interest rate policies during an election year. Given that Saturn is now in Sagittarius, and will either conjoin or oppose five of the ten planets in the Federal Reserve Board in January 2016- January 2018, it seems highly unlikely that the American public will be as kind in its analysis of the banking industry as Binder and Zander are.

The populace may not be as kind to political leaders either. The election of 2016 will have many similarities in terms of substantial economic interests to the American people as the election of 1980 did, which was the last time Saturn and Neptune were in the same hard aspect. Saturn rules seniors, the elderly. Neptune rules social programs and safety nets created for the elderly, poor, and others in need of governmental or humanitarian assistance. As the Federal Reserve Board embarked upon its ZIRP (Zero Interest Rate Policy) in 2010, savers have been severely harmed by these changes, a concept introduced in this column back then and since picked up by major news agencies and politicians (you would be surprised to know who reads these columns). To suggest that “Yes, QE has possible negative side effects, but for the most part, they have yet to materialize,” is baffling, especially to those who are seniors or savers. ... In accordance to the plunge in the Euro (and rise in the U.S. Dollar), the recent rally in Gold and Silver came to a halt. Now it becomes a contest between the new bearish pattern of the Euro and the recent bullish pattern of precious metals. It is hard to imagine Gold and Silver remaining bullish if the Dollar is also resuming its bull market, unless there is major turbulence approaching in the geopolitical realm of the world. Oh, wait a minute… how many wars are currently going on in Syria now? How many nations are involved in these Syrian conflicts - and who are they? How might this affect the distribution of Middle East Crude Oil in the next year, given that Saturn is about to begin its 36-year passages of a waning square to Neptune, which rules Crude Oil? On Monday, November 2, Venus will conjunct Mars and thus end one of the longest time bands of geocosmic signatures of this year that started on October 6. During that 4-week interval, there were 14 major aspects or planetary stations with no more than 6 calendar days between any two consecutive ones. When long time bands like this unfold containing so many geocosmic signatures, we note that many markets will make a cycle crest or trough followed by a reversal, but different markets will make that reversal at different times within the heavily populated time period. That phenomenon occurs even within the same type of market. For example, stocks have been up sharply since their lows of August 24. However, some equity markets topped out late the prior week, some topped out Monday of this past week, and others continued making new cycle highs into Thursday and Friday last week. Now that the last aspect of this cluster will be completed on Monday, we would not be surprised if all world equity markets begin (or continue) a decline that represents a correction of the entire move up since late August.... ... It appears that the long-awaited correction may be starting. Many analysts believe this will be more than just a correction, and that stocks will fall below those lows of August. I think that is highly unlikely based on cycle patterns. Yet the correction could be steep, if indeed it has started....

SHORT-TERM GEOCOSMICS

Venus and Mars will complete their three-part taango in late Virgo on Monday, November 2. In other words, this will be the third and final conjoining of these two passionate lovers that began when they first crossed paths in the passionate sign of Aries on February 22, reconnected a second time on September 1 in the romantic and fun-loving love sign of Leo. And now they come together once again, before moving into the partnering (marriage) sign of Libra on November 8 and 12 respectively. It is as if all that fiery passion will settle down and start to build a long-term healthy and working relationship. It will work fine, as long as both parties remain loyal to one another. That may be a challenge, however, as Saturn will start its 10-month waning square aspect to Neptune. This represents a time when promises may be broken, betrayals occur behind the scenes, and trust turns to deception.

All of this is, of course, symbolic as to what is happening on the greater world stage between world leaders, and even those who belong to the same political party. Promises have been made in an effort to attract and keep. Will those promises of loyalty and affection be honored? It depends upon the character of those involved in the promise. With Saturn involved in a mutable T-square between the Jupiter/Neptune opposition in late 2015 through mid-2016, I expect to see agreements and treaties broken, and along with that, the pain of betrayal.

In 2016, we will likely experience hypocrisy, deception, manipulation, and in the end, we will learn who can be trusted and who cannot. That is one of the important lessons of Saturn square Neptune: character and real trust, not showmanship, is what matters most.

In regards to financial markets, I would think the transit of Venus through Libra will support higher equity values, but not necessarily precious metals. The positive jobs report, however, had a mixed effect on U.S. stocks. After peaking out at 17,977 on Tuesday, November 4, the DJIA has been stuck in a rather narrow range. The increase in jobs and wages augurs a stronger economy. However, the prospect of a rate increase, combined with a slew of new taxes to hit consumers and businesses early in 2016, will likely put a damper on both consumer and business spending in the not-too-distant future. Jupiter in Virgo through next summer suggests that jobs will continue to increase through much of 2016, but eventually the increase in taxes and interest rates will force companies to cut back on hiring, probably after the 2016 USA elections. However, as in 2008, this economic challenge could erupt even before the 2016 election, which would have serious repercussions for the party in office, just as it did in 2008. As politicians are forever fond of saying, regarding their chances of winning an election, “It’s the economy, stupid.” If the economy falters sharply going into an election, it is usually a death knell for the candidate of the ruling party. ...

... As mentioned earlier, the Federal Reserve Bank was birthed on December 23, 1913. On that day, the Sun was in 1º Capricorn, and in an opposition to Pluto (debt) at 0º Cancer. These are both cardinal signs. Thus, when planets cross into cardinal signs (Aries, Cancer, Libra, and Capricorn), they make a hard aspect to this Sun/Pluto opposition in the Federal Reserve Board chart. In many cases, this coincides with changes in Fed policies, or announcements from the Fed that have a direct impact on Treasury prices, which then indirectly have an impact on other financial and commodity prices.

Both Venus and Mars will cross over into Libra, a cardinal sign, this week, on November 8 and 12 respectively. Expect news from or about the Fed shortly that will lead to a reversal in Treasury prices. The majority of analysts are now expecting a rate hike at the Fed’s December meeting. Yet, the price of Treasuries has been declining for five weeks now. The passage of Venus and Mars into Libra indicates a possible reversal to that trend, which implies the Fed may temper those expectations of a rate hike, or the investor has already prices that rate hike into the market.

When you think about it, how much impact will a quarter point rise on a near-zero Fed funds rate really have on business activity? If there is an implication that a rate hike of more than .25% might be initiated, a more serious reaction might be justified. In that case, Larry Summers might be right.

Although next week is important to Financial Astrologers on the basis of both Venus and Mars crossing the point of the Autumnal equinox, the alignment of geocosmic signatures in effect after November 20 concern us more. That is when the first of three passages of the 36-year Saturn/Neptune waning square cycles takes place (November 26). This geocosmic signature has a remarkable history of correspondence to changes in interest rate policies. It also has an amazing correlation to turns in the political direction of Russia. REVIEW AND PREVIEW

As I am about to send this out, a terrorist attack in Paris is just being announced. Tragic and ironic, after just completing the longer-term thoughts contained at the end of this week’s column.

The first correction in almost two months has begun. With the exception of China and Argentina, world stock indices were down last week, some rather sharply, such as in the United States. The concern about the Fed hiking its interest rates in December started to weigh heavily on investors last week, following the positive employment reports of the prior week when many indices had soared to their highest levels since the lows of late August.

The specter of higher rates also supported a higher U.S. Dollar, which in turn pushed commodity prices lower. Crude Oil is again threatening to fall below $40/barrel. Gold dropped back to its 5.5-year low of 1073 that was also realized on July 24, 2015. Silver held above its six-year low of 13.91 on August 26, our last three-star critical reversal date, for a developing case of intermarket bullish divergence, if it can get back above 15.00.

There was nothing special about last week’s cosmic line up, except that both Venus and Mars moved into Libra on November 8 and 12 respectively, a shift that we alerted readers to the idea that it might correlate with turns in Treasuries and currencies. The next three-star geocosmic critical reversal zone is coming up. In fact, its orb of influence starts this week with Neptune turning direct (November 18), and Venus making a T-square with the Uranus/Pluto square (November 20-23). This is a powerful translation of Venus to the outer planets that often ends a short-term trend and produces a sudden and sharp reversal in financial markets like stocks.

This time band of important geocosmic signatures will continue into the following week when the first passage of the 36-year Saturn/Neptune waning square occurs on November 26. You can already feel it (see longer-term thoughts below). The markets are also starting to respond to it, especially Crude Oil, which is co-ruled by Neptune. Right now, prices are suppressed (Saturn) as production limits are not being applied (wonder why?). One thing I am noticing about life, now that we are moving out of that three-four year Uranus/Pluto transformation of everything we thought was real, is that there is a different reality starting to emerge. This different reality is the reality of Saturn (in Sagittarius) square Neptune (in Pisces), which, if you are an astrologer, you know very well that Neptune and Pisces rule different realities anyway. But one thing I am certain of in this new Neptunian-in-Pisces reality is that it is a whole lot different that Uranus in Aries square Pluto in Capricorn. Just how it is different, I am not exactly sure yet, because with Neptune, you can never sure of what the going reality is. Its moveable, especially with Neptune in Pisces. What you see is not what you think.

Uranus square Pluto can be that utter evil and cruel detachment from humanity that leads one to murder another based on… discrimination. It’s hard. It’s uncaring of others. It is violent and self-centered. It can wear you down with stress, just for the lack of universal compassion for humanity. That is the dark side of Uranus and Pluto in square aspect.

Now we are leaving that, and going into Saturn square Neptune. It’s like the teacher – Saturn – giving up the studies of Uranus and Pluto (aggression and violence), and moving now to Neptune (peace, tranquility). New lessons. No more Uranus in Aries square Pluto in Capricorn lessons. Less and less violence, but still some violence and meanness with Uranus in Aries, still within a degree of Pluto in Capricorn until late January.

However, there are lessons to learn from the Uranus/Pluto square, for now we are dealing with the aftermath of all that hatred trying to re-direct itself into the Saturn in Sagittarius, square Neptune in Pisces reality. It is seeking a purpose, a justification for its actions, for that is what Sagittarius always does. And with Saturn there, it is like it needs a moral principle to stand on. So why not make it a Sagittarian moral principle to demand, like free education.

This seems very much like the two years after the Uranus/Pluto conjunction in 1965-1966. Students were activists then too. They (we) also protested and made outrageous demands of the authorities. It was truly an anti-establishment movement and it completely turned the university experience upside down. Higher education has never been the same, nor has politics. In the process, the Civil Rights movement gained traction, and the War in Viet Nam finally ended. Yet, there was violence in the streets, at the universities, in Washington DC and other capitals of the world, at the 1968 Democratic National Convention in Chicago, all within two years after that conjunction. And here we are again, in the aftermath of the first quarter square of those same two planets, and again we see violence, protests, disruption of the universities, attacks on police force, and soon-to-come federal governments. I often reflect upon what a terror we caused our parents’ generation. And now that I am a parent of this new generation of activists, I wonder how my generation will handle the occasion from the other side of the divide? Like our parents? Or with an understanding of what we were like as rebels with a cause?

You know, free education is not such a bad thing to consider, especially since the society we have co-created has made educational costs out of the reach of most people, unless they wish to start out life with a huge debt. And yet, the question is asked: who is going to pay for it? Well, I am a double Capricorn (Sun and Moon), which means I enjoy trying to solve problems like this, finding workable solutions, or at least starting the discussion. What if…. the Federal Government created/offered one tuition-free university or college in every state? That every graduate student who incurred a student loan debt could work that debt off by teaching 1-2 courses per term (outside of their “day job”) at this free university at an agreed-upon rate that would be deducted from their debt. That all students accepted to these free universities agree to work 5-10 hours per week on the operations of the university? That all states (or the Federal Government) legalize medical or recreational marijuana and direct all the taxes from this to support these free universities? That individuals and businesses that support the idea of free universities could make tax-free (federal and state) contributions to help support these free universities.

What if? That is the new reality of Saturn square Neptune. It asks questions that are relevant in an effort to clear the fog. It doesn’t chop off the heads of everyone else just because they have different beliefs or skin colors. That’s Uranus square Pluto, where discrimination has become an extreme sport. The current time band of geocosmic signatures will end on Sunday, November 29, with the Sun conjunct Saturn and both square to Neptune. In other words, the Sun is translating the first passage of the very important Saturn/Neptune waning square. This is a signature highlighting the conflict between illusion and reality. There is a wish to do something good in the world, but there is either a lack of understanding of how to do it (i.e. pure incompetence), or an over-reliance on abstract thought at the expense of simple practicality and common sense. Yet, this could end up being the start of solving some very important problems confronting the world. Neptune has the vision of what could be, and Saturn has the ability to bring it down into workable reality. It is a challenge, but the process to make life on earth workable begins with vision combined with realism. The most important ingredient to make it work, however, is the most difficult to attain: trust. With Neptune, success only happens when you are able to be both trustworthy, and trusting of others. World equity markets got slammed during last week’s translation of Mars to Uranus and Pluto, forming a potent cardinal T-square. The Dow Jones Industrial Average, for instance, was down triple digits three of the days last week. Friday’s close was down over 300 points, and is testing its low of November 16. In typical Uranus fashion, this move down came very suddenly, after the prior week’s close looked bullish when the index was up over 300 points.

However, there is a twist this time to the Uranus/Pluto earthquake theme ride. Saturn is now in the central time band of its 36-year waning square to Neptune. So, on top of the hysteria of the sudden shift related to Uranus, there is now the fear of an investor’s worst nightmare – a new bear market. But these are just fears as of now, based on the idea that the Federal Reserve Board will announce a rate hike next week and the floor will fall out. This of course, is exactly where Neptune works its hardest – delusions of grandeur and delusions of persecution. With Neptune, it is irrational exuberance or paranoia that the worst is about to befall humanity. It is a time when emotions can run off the tracks, and everyone scurries for cover. So make sure you stay grounded in the months ahead, and don’t give in to the alarmists without first verifying there is real cause to be exuberant or paranoid.
