OLD news. was demonstrated in San Diego as a method of stopping cars (persuit). A pair of UV lasers established 2 "wires" down which a capacitor was discharged. The EMP through the car body induced enough noise to upset the computer controlling motor functions.
A smaller version would work as a taser. No wires to break or miss.
