Now my mother heard from a neighbor that the water plant is being shut down???
I'm in a panic. She has 3 days worth of food...

Any time there's a big storm or disaster the first thing I do is fill the tub with water out of habit. That's in case the storm makes any more water that comes through the pipes undrinkable or if it breaks the pipes. Same here. Water is the first thing to think about, and most people have very little stored water.
