Dealing with personal records in the Navy, it is common knowledge that the first three digits of a social security number indicates what state you were born in. An Hawian citizen cannot be issued a Connecticut derived social security number. This is IMPOSSIBLE, even if SS#'s are recycled.

He is not a citizen of the US, but it appears that we can't do anything about it, the 'Shadow Government' has spoken.
