If the BOE (Bank of England) is telling The Fed what time it is, then who is going to sanction this exactly?

So, to clarify what we know now - The Fed (US) knew what was going on in 2008 (and even in 2007 had a sense that something was not right).

Now we hear that the Bank Of England ORDERED this manipulation. And we read in the OP's link that this started in 2005 even:

"The Treasury Committee has been hearing evidence after it was disclosed Barclays' traders tried to manipulate Libor from 2005 to 2009."



So, not we see who reports to who - or what exactly?
