Actaully, that is not correct. Almost every law enforcement agency has something called "active rescue," the response to an active shooter scenario.
First 4-5 officers on scence go in as a team to "stop" the threat. This is called the "contact squad."

Next 4-5 officers to arrive and enter as a team, "rescue squad."

PDs have trainned in this for years. Taught be their SWAT teams. This was the answer to the HS shooting in Colorado. It was decided that you do not have time to wait for swat to arrive in an active shooter scenario.
