I have seen it and it didn't behave like a sun dog, if you google sun dog you can read up on how they are known to present themselves so when you watch these vids you can catch the ones that obviously are, and obviously are not, sun dogs.
If people are seeing it with their eyes then it's not a lens flare or a camera artifact.
