what did I see

I was traveling down a 4 lane highway around lunch....came up to a redlight and a black new model ford wagon type SUV comes up....it had 8 small(about a foot tall) antennas in a grid pattern with a small knob like black antenna about 2 inches tall and 1 inch dia setting in the middle of the grid....now these antennas were not permanently mounted(magnetic base with the wires running thru the doors
it had tinted windows for the back and someone was back there because the driver turned around several times and spoke to them....

it had Va. Lic plates and when the driver saw me trying to get a picture he became very evasesive in his driving and got away before I could get a good picture

I'm in South Carolina btw

now I've seen the "google maps" cars and have several pics of them but this was totally different....no markings on the SUV but the Va. Plates.....

CIA out of Langley Va.?....NSA???

anyone else see one of these vehicles before / yet?
