People who apply that rule are getting owned. You should be able to make such turns within an inch. Agree on high DPI (but prevent bottleneck), and acceleration off. The faster, the better... but in the end it is about putting in the hours and practice. You need to reach that point where you are not aiming with your cross hair anymore but shoot on reflexes. I haven't played games in years but when I did and ran XP, I tweaked the code in regedit to optimize behavior. Good ol' days when I dominated the Sniper Mayhem Server.
