Looks like heat on a hot day... video doesnt start until the middle so nothing looks like it is happening till about half way through It's pixelization. I assume you are looking at the "grey/white" area behind the yellow metal structure kind of right of center? NOOOOO START THE VIDEO AT 30 SECONDS AND BLOW IT UP BIG... FULL SCREEN Yes it could be smoke.
