Seems Charles signed the (ESAS) Exploration Systems Architecture Study plan which wasted billions of dollars building Constellation (Ares I and IV). My comment was that anyone who signed up for ESAS should be banned from working at NASA.

The last time I checked NATO was a military organization concerned with world conquest 'n' stuff.
