Seattle Police Department One Of The 1st To Fly Drones (pdf link to SPD Operations Manual/Policies)
Not a lot of Information seems to be out there about this. Just a lot of links to local news stories around the country.
Just my assumption here, but I think the SPD Operations Manual would be what other public agencies would use as well.

The Seattle PD will be flying the Draganflyer X6-ES [link to www.draganfly.com] There is a small screen on the remote, so the operator can see live. Of course a down-link to record as well.

Seattle Police Dept Unmanned Aerial System Operations Manual
[link to spdblotter.seattle.gov]
pdf format and 14 pages long. Tons of info, and not all makes sense.

This one has me at a loss. Per FAA rules agencies (not just SPD) cannot fly drones during darkness. Then in the Seattle Police Dept Unmanned Aerial System Operations Manual, one can read a FLIR capable camera is used (pg6). What the hell?

Could not find a FAA link. But many news agencies report the FCC rules as follows:
Must be flown with a trained operator and spotter.
Keep under 400 feet.
Not be flown in darkness.
Not be flown over large crowds or people. (What the hell, again?)
-Everything's more awesome when you lean into it.

To let a bunch of testosterone pumped fear driven immature men have access to weapon of war in a civilian area without competent and strict oversight on their use is INSANITY!

Wait until they destroy a church or two or three private homes with their new "toy" and see what that costs the city to settle the lawsuits, etc. It will be in the 100's of millions if it's a dime!

actually i had to do a report on drone use by local PD's in the US, and it turns out well over 1/3rd of them have some type of unmanned aerial vehicle deployed. many are even contemplating arming them with non-lethal weapons, like mace grenades.

I'm in Seattle area, Redmond.
I've seen a small, obviously remote controlled "plane" TWICE the last year.
I actually took a picture of it.

IF you are in the Redmond area, you could be seeing a drone from Boeing.

I'm not surprised at all.
I have a feeling that Many Seattelites like the drones, they want to give up guns and have drones survailing..
I'm not kidding; I live in N. Seattle and most all the people 'round here love obama and loss of freedoms!

30 miles makes all the difference in the world. Down here in Tacoma, we kind of like Mitt, but really we don't like anyone. Oh, but we love our guns and maybe too much freedoms.

Your kidding right? No, really your messing with me? Boeing builds Next generation 737's in a factory next to Renton Municipal Airport. Right there by the water.
