Folks would be processed as they would be upon entering the hospital. Little bracelet things with bar code information strapped around wrists.

Medicine would be prepositioned: basic meds for the population. Once Obamacare is instituted, all of these records would be available digitally to every camp instantly.

What puzzles me is this:

The government has HAD to have studied the repercussions of Mexico becoming a "failed state" because of the collapse of its oil industry.

SOMEONE has done simulations to estimate what might happen should Mexico unravel and ten times the economic refugees hit the southwest with tsunami force.

There HAVE to be plans. So why has the response been so chaotic and terrible on the border?

I think it is BECAUSE we have FEMA camps and extensive plans to handle such a flood that we are NOT going to show such plans to the world.

Can you imagine what the reaction would be if the gov't suddenly implemented a plan that started scooping up these illegals as soon as they arrived and transporting them to train stations, where the trains were running 24/7 sending these people to these CAMPS that very few people in America knew existed . . . ?

"Hey, that whole setup looks like Nazi Germany in the 40s!"
"Where'd all the money come from to build this?"
"Hey, did they build all this because they knew about these illegals, or because they were going to use it for someone else later on???"
