There have been popular rebellions, sure. Off the top of my head there have been plenty of peasant's rebellions in the medieval period. They tended to end badly though, either in the short or long term.

Fix the system, - then have a true election whereby the officials are chosen by eligible voters in a transparent and incorruptible election process. Popular vote at the county and state level, proportionate national voting at the federal level?
