Wait a sec... the US is anything but rich, just look at our debt and deficit
A lot of the "poor" nations aren't so poor any more, like Brazil, Indonesia and Vietnam. Many of them have a budget surplus and are in much better financial shape
Maybe they should be paying those carbon taxes and helping us out :)
