EPA, under the Clean Water Act, require all states governor's to formulate a plan the clean up and protect the flow of water in their state's water basins.

In Sec. 208 of the CWA, local governments have responsibility for this cleanup and control, and the governor's do not have say-so, except to the extent that the local plans must meet the state's basin water plan. The purpose of 208 is primarily to clean sewage and waste disposal, but also directly affect any water discharge permit.

Look to the local government politicians and the governor's office for what is going on.

It sounds like Nebraska has sucked up more than its share of water from neighboring states and must make up the difference.

Many irrigators in Nebraska plain stopped irrigating when they saw how much corn and crops were already nearly beyond any hope of a profitable harvest, its cost $$ to keep pumping water when the crop is already 3/4th dead on the ground.

Also look a the drought maps of the Platte and republican watersheds.. yep varying levels of drought most of this year.. can't pass on to other STates water that is not coming in from above or in from other States up River from Hebraska.
