Obamas's character is inherently to "hang back" and do nothing. He is a dilettante, a watcher of life, an observer with attitude.
Therefor, I HIGHLY doubt that the orders for this act truly originated from him. The Puppet Master is in action.
The move is highly provocative given current world tensions.
