I thought so too at first but it isn't all that windy there at the moment. I have seen the cameras many times and never seen this much shaking, VERTICALLY and there are no white caps out at sea which you should see if it is very windy.

I have been watching the live cameras at Fukushima just in the last half an hour and there seems to be a lot of shaking going on every few minutes.
Wind speed is currently 29km/hr. so I don't think it is strong enough to cause so much shaking, PLUS the wind would not cause vertical shaking which is taking place as well as horizontal.
Might pay to keep a watch on the two sites.
