i had the same problem here in canada with a similar company.
they came to my door and told me they would freeze my rate for a certain amount of time, couple of years or something like that. i forget how long. i got my first bill and it was double. i called them and they said they told me that the doubled rate was what i agreed to. i told them that was a lie because not in a million years would i agree to that. they said i could cancel for a fee of $250 or $350, i forget.
