What in the hell happened? You do not petition to protect amendments and rights. You USE the amendments and your rights to PROTECT your amendments and rights. Is this the new pussified way of protecting rights? Is this for the ones that are too scared to exercise their rights? Too scared to speak out for fear of prosecution? Are these petitions to passify the people so they don't become too angry at what is happening? The ONLY way you can lose your rights is when you STOP exercising them. There is no man made "law" that can override this.
