For instance, training on identifying industrial espionage, telltale indicators for vehicle and truck bombs, etc.. This has proven invaluable recently as there is lots of spying taking place on those institutions and companies working on therapeutics and vaccines for the coronavirus. Considering the untold billions to be made by companies that actually produce something useful, there are lots of prying eyes. This goes far beyond the standard China / Russia claims. Even friendly nations are trying to get the scoop. Back when the whole program was set up, there were loads of terror attacks taking place. As part of the broader PROACTIVE effort to secure the nation (as opposed to REACTIVE), a program like this was absolutely necessary. There are 16 critical infrastructure "sectors" whose assets, systems, and networks, whether physical or virtual, are considered so vital to the United States that their incapacitation or destruction would have a debilitating effect on security, national economic security, national public health or safety, or any combination thereof.
