Why wouldn't the government allow schools to carry none-lethal devices

Why aren’t the schools even allowed to carry none lethal deterrents, There are several things that would have given them a fighting chance. Such as bear spray which has over a 25 foot range, and puts up a cloud that would have made it almost impossible to walk through unfazed unless you had a gas mask, even a gas mask could be rendered useless if the spray has a dye in it also. They also make paintball guns that shoot paintballs filled with caspian (pepper spray) that has a range of over 300 feet well over the length of the school and they can shoot up to 1200 ball a minute. Most caspian sprays use between 1% to 2% caspian, but for schools I am sure they could make them at 5%. In fact with 2 people waiting for him to enter the building one with spray and one with a paintball gun. He would have been completely immobilized. Of course a ar-15 locked up for their use would have been the best. But they could have had all three and that would have enabled them to use what force is necessary. For some reason they still are not going to allow schools to have none lethal devices. They even make remote Tasers that can be setup in seconds and fired remotely firing a wave of Tasers. Remember all they have to do is buy some time till the police arrive.
