looks like some kind of tin foil baloon. no propulsion just gently dropping or being pulled down.

Why is it tilting so consistently? The angle of the tilt and duration is the same almost every time. If wind was affecting a tin foil balloon wouldn't it be tilting and spinning randomly all over the place?

it could be a more complex contraption than just a 'tin foil baloon' but a tin foil baloon none the less. have a look at his other vids he seems to film these 'tin foil' things quite a bit none of them that ive watched change shape in any way at all. take a look at this which i believe to be authentic -
