People could not afford the high standards required by the city so they sold up. As property values tumbled, it became more costly to maintain a property rented than to tear it down and the cost to renovate was well in excess of its asset value. So, millions ended up on the street as all the houses were torn down. When will Government learn. A place with creaking vloor boards and living room with wallpaper from the 1980's is ALWAYS better than a cardboard box in the street. |

The banks do for the most part, and my guess is that there are clauses regarding general upkeep and maintenance within your loan agreements, as well as Lender recourse if some form of undefined "negligence" were identified and proven. Additionally, given that most SF home mortgages are owned in a large-part by Fannie Mae or Freddie Mac, which are essentially government entities today, my guess is that they could have all sorts of fun enforcing/coercing just about anything they come up with. Within the surreal depths of "reality" lies the truth. |

First, all of the regionalized code agencies were systematically amalgamated into the "International Code Council." Ironically, the only thing "international" about it was the influence the UN & Agenda 21 would incrementally have on the codes; And the incremental authority these would have THROUGH the codes. Then, you saw segments of the codes experience a metamorphosis, such as the International Energy Code. Although plumbing and electrical remain so far independent, the ICC has coverage for each of those fields as well. I'm guessing any sovereign independence these codes still enjoy will soon disappear. I can't speak for the NFP (fire codes and regulations), but those shouldn't be ignored either. And finally, you have the telecommunications industries governed by the FCC, whose subordinate state agencies merely fall in lock step. I'll mention Smartmeters, because they will be the tattletales on your home, which do NOT carry a UL listing and are deemed safe by federal standards. And because the utilities are immune to any local, state, or national electrical codes (at least here in NH), all you can do is smile and swallow your pill.
