The Signalling Granny (with message passing) at Sandy Hook Firehouse

Focus on granny with grey top and pants with handbag @ 0:21 granny signalling at or towards red car. Watch carefully as large man in white jumper passes in front of her passing something to her right hand, she very quickly then passes this behind her to the lady holding the child's hand as they go by(may need to watch a couple of times as it is quite smooth)
Now man taps her on the shoulder to relieve her of whatever,she joins other lady, they wave in the air then granny comes back towards fire house where she is quickly surrounded by people and shakes hands (still waving hands about)
Chopper zooms out and back at 1:19. Locate granny near dark car and then moves towards ambulance, doubles back ends up at rear of dark car still signalling away.
@2:28 she is in a group again waving hands around. Camera zooms out and in again at 3:39, granny at rear of car still waving around.
@ 4:02 she joins a group of women (at middle left of screen)@ 4:15 signalling to the group, then they move away with granny's consent.
Lose granny at 4:30
Find granny again at 5;23 left near red ute (still signalling) Lose @ 5:32, find briefly at 6:43 left talking to man with brown jumper.
Also some more questionable behavior possibly with the yellow jumper kid at the beginning possible handover at 0:45 with older guy in grey and white who follows him from about 0;43.
Possible handover with red jumper guy at 0:23(middle of screen) another pass with white jumper guy? Doubles back and definitely taps lady on back of shoulder as she passes him @ 0:29. This does not seem like normal to me, but if it is some kind of covert behavior, is it a bit too obvious?
