If they get this done, it sets the precedent that if a bank is in trouble, it is ethically and legally okay for that bank to steal from depositors to keep the bank liquid...
Of course the downside is once people get wind of this, they will pull all of their money out of the banks, draining liquidity to nothing.
The brain surgeon that came up with this idea should be hung from the nearest lamp post by his balls...

That sets off another crash type panic and governments come in to the rescue freezing all withdrawals, leaving deposits frozen to be cherry picked at will by the banks. Actually it would be the perfect set up for your theory where governments then haircut everyone's wealth (except the insiders) by devaluing all currencies by some order of magnitude. .
