As I posted previously... the housing bubble was created by the Fed by lowering rates and the bubble was burst by the Fed by raising rates. The Fed fund rate impacts mortgage rates. The housing bubble began in 2002-2004,after the Fed had repeatedly lowered rates. [see link below] 2003 - the Fed lowered rates to 1%, the lowest in 45 years. 2003 - President Bush signs the "American Dream Act." 2004 - homeownership peaked to an all time high. 2004 - Fed begins an ever increasing rise in rates. 2005 - bubble begins to burst while the Fed kept raising rates. 2006 - bubble bursts while the Fed kept raising rates which remained high until late 2007.
